The Mary Easley Entry

We obviously were busy last week and didn’t have a lot of time to post things on the blog.

(Calling all people who have author access out there!?!?!? Anyone home?)

But, we wouldn’t really be following NC State appropriately if we didn’t at least provide one entry about this Mary Easley mess going on in Raleigh. There are so many articles on the story in the local papers that I don’t know which one to link. (Feel free to link insightful perspectives that you find).

NC State has announced that it will review over 800 employee contracts in the aftermatch of the fiasco.

Raleigh, N.C. — Two high-ranking North Carolina State University officials have issued statements explaining why it was necessary to order a review of contracts granting large pay raises during the past six years.

The issue came to light after the university announced that Mary Easley, the wife of Gov. Mike Easley, would get a pay raise of nearly $80,000, or 88 percent, for moving from part- to full-time status.

The University of North Carolina Board of Governors ruled that N.C. State’s process of approving salary increases greater than 15 percent and $10,000 for faculty and staff did not meet the statewide university system’s policy.

“We believed we were using the right approach in the way we were handling fixed-term contracts,” N.S. State Chancellor James Oblinger said in a statement on the university’s Web site.

“As an institution that prides itself on doing the right things in the right way, we are embarrassed by this difference of interpretation and will take immediate steps to ensure that our contract approval processes are consistent with Board guidelines,” Oblinger’s statement continued.

N.C. State Provost Larry Nielsen said the university has “historically … interpreted the Board of Governors’ policy to mean that salary increases associated with fixed-term appointments such as the one offered to Mary Easley” do not need the board’s approval.

University officials will review all fixed-term contracts signed between 2002 and 2008 to determine which need to be turned over to the Board of Governors by its September meeting. Oblinger could not specify precisely how many contracts might be affected.

“It will take a fair amount of labor-intensive analysis, including reviewing each contract individually to determine the nature of the salary increase,” Oblinger said.

No one will every be able to quantify the amount of opportunity cost – represented by misallocated time and money – that this bungling will have on the University. Thank God Jim Valvano is no longer alive or they would find a way to blame him and fire him again.

Of course the one question that nobody has had the guts to ask but we all know is out there — Does Lee Fowler think of Mrs. Easley as “Cougar”?

It’s not a good time to be an Easley. The newspaper has turned on them. Because Mike Easley has not done much by way of party building, he has few allies in government or politics. Then, he made the remarkably stupid decision to endorse Hillary Clinton and ACTIVELY CAMPAIGN for her, making him a pariah among the rank and file.

Maybe they should have stayed in Italy?

As a lifelong Democrat, I will be the first to stand up and declare that this type of good-old boy cronyism and backroom dealing needs to be rooted out. That applies to both sides of the political divide, as each party has demonstrated complete disregard for ethics and good faith throughout the past 2 decades.

Republican or Democrat, I think we can all agree that the silver lining to this fiasco is that there may, after long last, be a complete overhaul of our university’s “leadership.” We can hope, right?

    ^ Yes – but I wouldn’t hold my breath!

If the words “Lack of Institutional Control” come to mind….

While you’re reviewing contracts, Obie, would you mind reviewing a certain person named Fowler and see if he has performed to the expectations of his contract…

BJD95-It may Easley be put… the worst time.

  6. Old School Wolf 07/13/2008 at 1:41 PM #

Were other applicants interviewed for this position or did Obie and Mikey have their own little administrative version of “one and done” ? Are there other soon to be unemployed members of Mikey’s administration using N. C. State as a major part of their retirement plan? If Mikey’s press secretary can get in front of this dust up , then Lee should add him/her to Annabelle’s staff.

I’m really surprised that this problem involves NC State…

    and MONEY!!!

    Now who’d ever thunk that?

“We believed we were using the right approach in the way we were handling…”

Somehow, I get the feeling that is how James Oblinger feels about EVERYTHING that he and his gang of crack pot administrators touch in Raleigh. I’d say that is pretty much a blanket statement, if ever I’ve seen one.

  8. Old School Wolf 07/13/2008 at 2:15 PM #

Also, the N&O needs to explain to Obie how unc-ch handles these issues. All Obie needs to say is that he did not know of this BOG rule and so therefore he had done no wrong and no violations were committed.

  9. Wolf Dog 07/13/2008 at 3:07 PM #

UNC Board of Governor’s should look into Chapel Hill. Amazing to me how NCSU is constantly getting the shaft from the UNC BOG’s. Where were they when UNC dished out all that dough to John Edwards, “The Voice of Poverty”, in his multi million dollar home. I bet if Mrs. Easley were on staff at UNC and enlightening their arts and cultural horizons, it would all be in line with their liberal agenda and we would not be hearing a word about it. So I think the gentleman above is right it is not what she is doing, it is who she is doing it with. Clearly many a professor has been given a raise in Chapel Hill of more than 15% in order to keep them from leaving without consulting the UNC Board of Govs.

The N&O is pissed about Easley directing some e-mails to be destroyed a few months ago on an N&O created tantrum (denying them their std chance to wreak havoc) on a subject that I can’t even recall. This is the continued payback. Don’t think for a moment it has anything to do with some “not toeing the Dem” party line. If that was the case, they would have begun during the campaign in ’04 when he left town not once, but twice when Kerry/Edwards came to the area. The N&O, like they have for Easley’s 6 years in office, allowed him to hide under the covers. As a life long dem, I have no use for the man and feel that he’s an absolute do-nothing chickenshit, but the N&O has been complicit.

Although I feel no sympathy for either of them, I still hate the hack jobs that a vindictive press does when they make no attempt to show the relativity of an issue. They are counting on all of us sheep to assume such things like the Mary Easley raise is an exclusive event, but we have no way of knowing. Obviously there are extinuating circumstances that could explain the raise, but it also could be a political payoff. If it’s truly a one-of-a-kind event, shame on NCSU for allowing it to happen. If not, shame on the N&O for insinuating that it is. Regardless, precedence is a major part (problably “the” major part) of the story and without that background info, has the smell of a Claude Sitton vintage hack job.

BJD, not sure what the Hillary support adds to the story; given the registered democratic demographics in the state (combination of high black and academic population), Hillary never had a chance. Could have “Easley” been a phone-in endorsement for Obama, and a typical Easley move. No political courage required.

  11. ncsslim 07/13/2008 at 4:39 PM #

One extra point: the Mary Easley story actually was initially reported by WRAL, in a tag team effort with the N&O’s Europe “travelgate” piece. The N&O took the NCSU story and ran.

  12. BJD95 07/13/2008 at 5:44 PM #

^^ Basically, Easley never lifted a finger to help other Dems when he was popular (such as Bowles). This year, he finally decides to do some campaigning, and it’s not against the GOP – but rather to undermine the sure Democratic nominee for President, who clearly had all the local grassroots support. Alot of local Dems (me included) took it as a slap in the face. If he didn’t like Obama, he should have kept his damned mouth shut like he always does in races without his name on the ballot.

He’s been getting booed at Dem political events ever since. Just underscores the point that he has no allies left.

  13. ncsslim 07/13/2008 at 6:01 PM #

I know the SFN doesn’t want this to turn into a politics discussion, but the NC election was the nail in the coffin for Clinton. Given her late momentum, it was still feasible for her to win if she had made a better showing that night (Indy as well). Anybody who wasn’t for Obama gets booed at Dem events in NC (the demographics thing), although the popular vote was basically 50-50 nationwide. Again, at least he supported a dem/any dem. As you said, in previous potentially critical situations, not so much. Whatever happens to him at this point, I really don’t care; just don’t take us (NCSU) with him!

  14. SMD 07/13/2008 at 8:06 PM #

As usual, BJD hits the nail on the head with a political observation. Easley’s track record of not doing squat for the party made his endorsement all the more strange. My personal theory is that the endorsement was more of a favor to a couple of his big fundraisers (not naming names….) who are Clinton-istas.

My beef with the Mary Easley fiasco was that the initial reporting really didn’t tell the whole story – how much do comparable positions within the school, or at other schools make, how was she uniquely qualified, etc. Now I am not saying she was or wasn’t – but more thorough reporting could have helped us all understand precisely what went wrong.

From a specifically NC State perspective – this whole excuse of “we interpreted the rule wrong” is just yet another example of how our university doesn’t always strive for excellence.

BJD -Can you please drop me an email? [email protected]
    Thanks!

  15. highstick 07/13/2008 at 9:43 PM #

The email erasing had to do with the disaster that is going on in mental health reform in NC. If you’ll check really close, you’ll find that Carmen Hooker Odom bailed rather than face the consequences. Then connect the dots to “Hooker” aka former UNC Pres/Chancellor who died and she remarried Fountain Odom, another politician.

Easley is doing a skunk’s job trying to get the stink off his hands!

  16. GoldenChain 07/14/2008 at 7:50 AM #

The Big Easy is the worst governor this state has had in centuries. For decades I was under the impression that that NC’s government was pretty decent…until this admin. There have been numerous Dem scandals including Gov Scott’s daughter, Speaker Black, and this little thing with Easy’s wife.
Heck, for all the money he’s hauled out of Raleigh in a wheelbarrow his freakin’ wife should teach for FREE!

As far as I’m concerned the university is better off without her, just resign and leave this school alone!

Sorry boys, but I’ve said for over 35 years that the eastern part of the state has had a WAAAAAAaayyyyyyyy….. disproportional say in how this state is run and where the money goes.

  17. BJD95 07/14/2008 at 8:19 AM #

^ It’s getting ready to have more say, too. This is going to be a very strong Democratic year, and the Basnight machine is exceptionally well-represented on the ticket.

  18. partialqualifier 07/14/2008 at 8:38 AM #

Why anyone is suprised by this is beyond me. Just to put this in simple english…NC is still in the old school political system where Southern Democrats have controlled this state w/o opposition for the last several decades. When any political party knows it can do whatever it wants and still continue to get elected and re-elected…this is the result. Corruption, crony-ism, and back room deals.

Personally…whatever Easley gets is not enough. This guy raised taxes during a recession in 2001 and raised gas taxes twice during a point where gas was the most expensive in it NC history. All the while he and his wife (and his cronies) were funneling all the money they could out of Raleigh. Yet through all this it wouldn’t suprise me if yet again the Dems win the governor’s race. Nice to know things havent changed here in 50 years.

partialqualifier said, “Personally…whatever Easley gets is not enough. This guy raised taxes during a recession in 2001 and raised gas taxes twice during a point where gas was the most expensive in it NC history.”

… and then Sleazely gave NC taxpayers the finger by insisting they foot the bill for community college tuition for illegals.

This is all about her pension which is based on her pay for the last three or four years of employment. This happens all the time and is very unfortunate way to steal taxpayer money.

Many may remember Dean Smith being replaced by Coach Gut for a few years in order to have his pension based on the head coach salary instead of an assistant coach.

I had to laugh about the Obama stuff. That kid has almost no chance of being elected president. He has spent 200 million dollars, stroked daily by the national media and is running against a current administration with about the lowest approval ratings in history and is just tied with McCain.

Easley and most clear thinking Democrats knew that BO would never be elected and was trying to get that point across.

  21. 66pack 07/14/2008 at 11:16 AM #

dogbreath—since nc state government and local government has been controlled by your democratic party –the rampant corruption in this state is mainly a problem caused by your party and it is only infrequently brought to light. It may be that NCSU is replacing the DOT as a place to fatten the pocketbooks of political hacks.Easley would never have taken a chance by using UNC this way.UNC may be too smart for this to happen to them even though they benefit greatly from our state government favortism.

  22. tcthdi-tgsf-twhwtnc 07/14/2008 at 11:30 AM #

UNC just has people that know how to handle these things better. UNC would of created a new job and title instead of just giving a 90% raise for a current position. They probably would of put out a press release in advance describing the action, the reason and the new responsibilities tied to the increase.

  23. LifeScientist 07/14/2008 at 1:21 PM #

This is why I took oaths over the course of twenty years of soldiering to support and defend the Constitution against all enemies, foreign and Democrat….seriously, the N & O has made no secret of which party they wish to see continue to rule…I’m thinking that as with Jim Black, they are concentrating their fire on a political dead man to divert attention (and blame by association) from people like Bev Perdue whom they don’t want damaged during her quest for the Governor’s mansion.

  24. ncsslim 07/14/2008 at 3:16 PM #

Yeah, I guess the N&O is outthinking all of us with their warfare on Democrats Meg Scott Phipps, Jim Black, and now, the Easleys. Today’s corporate N&O is not yesterday’s family paper. It hasn’t been for the better part of a decade. They still know how to wreak havoc, but pretending it’s all pro-Dem is just wrong, given their recent track record. What must they do?

Oh, and tcthdi-…., in today’s national political environment, if you think Obama “has almost no chance of being elected president”, you are fooling yourself. Agreed, the race is rediculously close given the current unpopularity of the repub party and administration, but McCain, despite his historical reverence from the press, is a political timebomb. Will be a thoroughly entertaining campaign.

  25. tcthdi-tgsf-twhwtnc 07/14/2008 at 4:11 PM #

If O isn’t leading by 20 points at this point he is toast. The more people see of him the more they dislike him. Not to mention he only won 50% of the Democrats vote and lost 13 of the last 17 primaries. He is behind in almost every swing state poll with little upward movement potential and huge downward potential. He is a kid. I guess if you are 18-40 you can have some interest but most adults see right through him.

I don’t like McCain either and will be supporting Bob Barr as both McCain and O have promised to keep spending my money in all these rich oil countries.
