Most financial aid fraud uses the U.S. Postal Service, and federal law—Mail Fraud, Title 18, Section 63, U.S. Code—carries a maximum penalty of 20 years in prison or fines of up to $250,000.

Good. IMO, the Pell Grant fraud is pretty clear from the e-mail correspondence alone.
